Dr. Beverley Oliver Hawkins, CEO

Model Cities, Inc.

Dr. Beverley Oliver Hawkins completed her undergraduate education at Kansas State University (1971) where she received a Bachelors degree in Psychology. Her graduate education was completed at the University of Minnesota, where she received a Master of Arts in Educational Psychology, specializing in Counseling and Student Personnel Psychology (1973). She later earned her Ph.D. in Educational Psychology from the University of Minnesota, specializing in Evaluation Methodology, with a doctoral minor in Public Affairs from the Hubert H. Humphrey Institute of Public Affairs (1984). Dr. Hawkins has over 29 years of experience in administration and management, working both in the public and nonprofit sector.

Before joining Model Cities in 1984, Dr. Hawkins was employed with the City of Saint Paul Department of Planning and Economic Development as a Grants Specialist, and has also worked at the Minneapolis Urban League, Metropolitan Community College (now Minneapolis Community College), and Kansas State University.

During her tenure at Model Cities, Dr. Hawkins has provided leadership in the agency's transfer from being a satellite clinic of the Saint Paul Division of Public Health to a private non-profit corporation, and its restructuring in 1991 and 1998, development and implementation of the agency's strategic plans, real estate development activities, and expanding the agency's service delivery system. She serves as the Chief Executive Officer of Model Cities of St. Paul, Inc., Model Cities Community Development Corporation, and Model Cities Enterprises.

Dr. Hawkins is an active member of her local church and the community. She now serves as president of the University Dale Redevelopment Holding Company, as vice president on the Board of Directors of the Family Housing Fund, and is a member of the Stairstep Foundation Board of Directors, the Great Northern Corridor Steering Committee, and the Frogtown Business Center Board of Directors.
